The highest authority of the Chinese Institute of Certified Public Accountants is the National Congress of Members, which elects a council. The council elects a president, vice president, and executive council, with several specialized committees and professional committees established by the council. The Executive Council exercises its powers during the period when the Council is not in session. The association has a secretariat as its permanent executive body.
