At the opening ceremony, the achievements of the third anniversary of the construction of the National Hard Science and Technology Innovation Demonstration Zone, several measures taken by Xi'an to accelerate the industrialization of hard science and technology, and major breakthroughs in hard science and technology in Xi'an were announced, and a contract was signed for the joint construction of the "Double Center" school, land, college, and land integration development demonstration zone in Xi'an. On site, a major breakthrough in Xi'an's hard technology was also released, involving six major fields: information technology, aerospace technology, new materials, new energy, high-end equipment, and life sciences.

During the conference, 5 parallel forums will be held, including the "Double Center" Construction Special Forum, the National Hard Science and Technology Innovation Demonstration Zone Construction Forum, and 5 professional forums, including the 2023 Digital Economy "New Infrastructure" Forum and the 2023 New Energy and Intelligent Vehicle Summit Forum. A batch of photonic industry strategic cooperation plans will be signed, and projects such as the Xi'an Leading Industry Innovation Center Cluster will be implemented to promote deep integration of innovation and industrial chains.

The conference was guided by the Ministry of Science and Technology, the Chinese Academy of Sciences, the China National Intellectual Property Administration, and the People's Government of Shaanxi Province, and hosted by the Xi'an Municipal Party Committee and Government, Shaanxi Provincial Department of Science and Technology, Shaanxi Provincial Intellectual Property Office, and Shaanxi Association for Science and Technology.
