On September 12, 2024, the 2024 China International Service Trade Fair, themed "Global Service, Mutual Benefit and Sharing," grandly opened in Beijing. At the event, WeDoctor Group, Boao Lecheng International Medical Tourism Pilot Zone Administration Bureau, and Qionghai Municipal People's Government formally signed a strategic cooperation agreement. The three parties will deeply integrate their distinctive advantages, with advanced AI large models as the engine, to construct an international health service platform. Taking Lecheng as a fulcrum, they will make innovative drugs and medical devices available to more Chinese patients globally.
Tang Hua, Director of Hainan International Economic Development Bureau, Tian Yuan, Deputy Director of Hainan Provincial Development and Reform Commission, Yu Xiang, member of the Party Committee and Deputy Director of Hainan Provincial Commerce Department, and other leaders witnessed the signing ceremony. Yi Tuoxin, Deputy Director of Boao Lecheng International Medical Tourism Pilot Zone Administration Bureau, Huang Yimin, Standing Committee Member and Deputy Mayor of Qionghai Municipal Committee, and Liao Jieyuan, Chairman of WeDoctor Group, signed the agreement on behalf of the three parties.
As an important platform for deepening international cooperation in service trade, this year's CIFTIS has attracted the active participation of over 80 countries and international organizations, showcasing new, open, innovative, and integrated productive forces and new achievements in integration with modern service industries, high-end manufacturing, and modern agriculture. As one of the guest provinces, Hainan held a major project signing ceremony during the "Hainan Free Trade Port Connects the World" themed event. Among them, the cooperation between WeDoctor Group, Lecheng, and Qionghai attracted significant attention.
According to the tripartite agreement, WeDoctor, Lecheng, and Qionghai will jointly build an international health service platform, focusing on developing the Lecheng Administration Bureau's medical service platform. This will help the Boao Lecheng Pilot Zone build a standardized, unified, and regulated integrated service demonstration platform to better serve medical institutions within the pilot zone and potential entering enterprises. It will accelerate the transformation of technological achievements in fields such as innovative drugs, innovative medical devices, and special medical foods, promoting "digital-real integration."
Simultaneously, by establishing Lecheng WeDoctor Internet Hospital and a digital medical consortium, the platform will achieve the close integration of multi-point practice for doctors and resources like special drugs and medical devices, commercial insurance, etc., thereby constructing a closed-loop service for advanced medical technologies throughout the entire disease and process. Furthermore, WeDoctor will collaborate with Qionghai City to explore an "integrated healthcare-oriented" system, utilizing advanced technologies and model innovations to comprehensively enhance medical service efficiency, medical insurance fund utilization efficiency, and public health indicators, achieving a coordinated development of three medicals (medical treatment, medical insurance, and pharmaceuticals).
Hainan Free Trade Port is a testing ground for China's deepening reform and opening-up, bearing the historical mission of promoting the Chinese-style modernization model. As one of the priority development industries in the Hainan Free Trade Port, the health industry is experiencing unprecedented development opportunities. The Hainan Provincial People's Government Office recently released the Hainan Provincial Three-Year Action Plan for High-Quality Development of the Digital Health System and Digital Health Economy (2024-2026), which outlines 26 tasks, including internationalized digital health services, from four aspects: innovative scenario guidance, industrial cluster construction, technological support enhancement, and policy support systems, pointing the way for the development of the digital health industry.
Boao Lecheng International Medical Tourism Pilot Zone, as a crucial pilot zone and institutional innovation high ground in the Hainan Free Trade Port, is the only "medical special zone" nationwide. Approved by the State Council in 2013, the pilot zone has pioneered the development of international medical tourism-related industries such as authorized medical services, health management, and care and rehabilitation, attracting a large number of high-end medical and cutting-edge pharmaceutical and technological achievements from both within and outside China.
Qionghai City, an important coastal city in eastern Hainan, is the permanent site of the Boao Forum for Asia. In addition to the Boao Lecheng Pilot Zone, it boasts a superior location, environment, and unique exhibition and healthcare industry platforms, playing a vital functional role in the construction of the Hainan Free Trade Port.
To support Hainan's comprehensive deepening of reform and opening-up and promote the implementation of the Hainan Free Trade Port policies, five departments recently issued the Notice on the Zero Tariff Policy for Drugs and Medical Devices in Hainan Free Trade Port, further enhancing the policy advantages for the Boao Lecheng Pilot Zone and Qionghai City in exploring and developing health consumption and fostering the growth of the health industry.
Authorized by the Standing Committee of the National People's Congress at its tenth meeting of the fourteenth session, designated medical institutions within the Boao Lecheng Pilot Zone may temporarily import a reasonable amount of health foods and a small amount of special medical foods that have been legally marketed abroad for use within the medical institutions.
Chen Huaiyu, Deputy Governor of Hainan Provincial People's Government, stated in his speech that Hainan, leveraging the more free and convenient factors, more favorable tax policies, and lower production costs of the free trade port, is striving to build two headquarters bases, fully utilizing the location advantage of connecting the two most active global markets, mainland China and Southeast Asia. Chinese enterprises are stepping onto the global stage through Hainan, while global enterprises are entering the vast Chinese market through Hainan.
