On October 23rd, the Ministry of Industry and Information Technology (MIIT) convened a seminar on the pilot program for expanding the opening-up of value-added telecom services, officially launching the program in Beijing, Shanghai, Hainan and Shenzhen. MIIT stated that by September 2024, the number of foreign companies authorized to operate telecommunications businesses in China had increased to 2220. A number of internationally renowned companies have invested in and operated telecommunications businesses in China, playing a positive role in promoting the prosperity of China's telecommunications market and contributing significantly to the global digital economy.
At the meeting, MIIT issued replies to Beijing, Shanghai, Hainan and Shenzhen, authorizing them to conduct pilot programs. Upon implementation, foreign companies will be allowed to operate Internet Data Centers (IDC), online data processing and transaction processing, and other telecommunications businesses in the pilot regions on a wholly-owned basis. This will allow them to participate deeply in China's market for computing power and cloud services, jointly promoting the development of the country's digital industry.
