Beijing-Xiong'an Integration: Building a High-Quality and Efficient Public Service System for a Better "Conjoined City" Life
The vision of Beijing and Xiong'an working together for coordinated development and a "conjoined city" lifestyle has become a reality. In recent years, Xiong'an New Area has achieved remarkable results in the construction of Beijing-Xiong'an integration, particularly in innovating and optimizing its public service system, bringing unprecedented convenience to businesses and residents. The successful relocation of Mech-Mind Robotics is a vivid example of the efficient and convenient services offered.
Mech-Mind Robotics, one of the world's largest unicorns in the AI+robotics field, successfully relocated its headquarters from Beijing to Xiong'an New Area, completing the registration address transfer in just one week. This highly efficient relocation process was achieved through the concerted efforts of the Xiong'an New Area Science Park Administrative Committee, Xiong'an Group, the Xiong'an New Area Reform and Development Bureau, and the Xiong'an New Area Public Service Bureau. The company didn't need to travel between Beijing and Xiong'an; all procedures were completed online by simply submitting the necessary materials.
"The entire relocation process from Beijing to Xiong'an was extremely efficient," said Zhang Dan, head of the president's office at Mech-Mind. "With the assistance of staff from the relevant units, we simply submitted the materials online, and the registration address transfer was completed in about a week. The whole process was worry-free and effortless." Furthermore, the company's existing national high-tech enterprise and "Little Giant" enterprise certifications were seamlessly transferred, providing strong support for its global business development in Xiong'an. "After the relocation, the company's qualifications as a national high-tech enterprise and a 'Little Giant' enterprise were continued, which helps the company better develop its global business based in Xiong'an," Zhang added.
Mech-Mind's successful relocation is just one example of the achievements in Beijing-Xiong'an integration. As a concentrated area for the relocation of non-capital functions from Beijing, Xiong'an New Area continuously innovates, focusing on the actual needs of relocating businesses and individuals, creating a high-quality and efficient public service system to facilitate their settlement and development.
Facilitating business relocation is a crucial component of this high-quality and efficient public service system. To this end, Xiong'an New Area has introduced the "1+N" Action Plan for Cross-Provincial Business Relocation, building a full-chain service application system for aspects such as business registration, tax-related matters, and official seal registration. Based on individual company needs, Xiong'an offers customized services such as "one-stop service," "simplified fast-track processing," and "node-based collaborative processing," allowing businesses to relocate with ease and minimal disruption.
Moreover, Xiong'an allows relocating companies to retain their original names, qualifications, documents, and ongoing business operations, ensuring their quick establishment, smooth operation, and high-quality development. These measures not only simplify the relocation process but also protect the rights and interests of businesses, laying a solid foundation for their development.
Beyond business services, Xiong'an is continuously improving public services and enhancing residents' quality of life. The "Xiong'an One-Card" is a prime example. This single card brings significant convenience to relocated residents. Zhao Qi, Chief Technology Officer of Xiong'an Group Digital City Company, benefits from the "Xiong'an One-Card." As a high-end talent in digital technology and informationization, Zhao was recruited to Xiong'an in May. With his family still in Beijing, he frequently travels between the two cities. "After getting off the high-speed rail, I can directly use the 'Xiong'an One-Card' to take the Beijing subway and buses it's very convenient," Zhao said.
The "Xiong'an One-Card," issued by the Xiong'an New Area Public Service Bureau, is a multi-functional integrated card. Building on the existing social security and financial functions of the third-generation social security card, it integrates transportation, Beijing-Xiong'an communication applications, and offers services including government services (including human resources and social security), benefit distribution, financial services, medical care and drug purchases, transportation, tourism, cultural experiences, and Beijing-Xiong'an interconnectivity. Currently, over 320,000 "Xiong'an One-Cards" have been issued, creating a "one-card city" and cross-city interconnection service network, enabling relocated residents and new area residents to truly enjoy "one card in hand, worry-free services."
The increasingly convenient "conjoined city" life also means "conjoined city" services are becoming increasingly accessible. Social security services, a high-frequency activity for residents, can be handled across provinces in Xiong'an without requiring in-person visits. The Beijing-Xiong'an integration service area and the Beijing-Xiong'an social security service window on the second floor of the Xiong'an Government Service Center perfectly exemplify this convenience. Officially opened in May, the Beijing-Xiong'an social security service window connects the social security networks of the two regions, extending the Beijing social security service system terminal to Xiong'an, enabling seamless, standardized, and equitable processing of social security services.
Units and individuals being relocated do not need to travel between the two cities. They can simply visit the window to handle high-frequency matters such as enrollment registration, personnel additions and subtractions, comprehensive social security inquiries, certificate printing, benefit qualification verification, and changes to personal and unit information. Gong Wenting, CEO of Xiong'an Xingyuan Technology Co., Ltd., experienced this firsthand. In June, he needed to transfer his Beijing social security record to Xiong'an but couldn't go to Beijing due to work commitments. He visited the Beijing-Xiong'an social security service window and, using the "Beijing Intelligent Human Resources and Social Security Integrated Platform," staff quickly verified his information, guided him in submitting the transfer application, and completed the processing on the spot. "I was very surprised at how convenient it was," Gong said. "Now, whenever my friends need to handle social security business, I recommend the Beijing-Xiong'an social security service window and tell them they don't have to go to Beijing they can do it in Xiong'an!"
The strong sense of Beijing-Xiong'an integration is also reflected in the handling of housing provident fund business. According to relevant policies, personnel relocated from Beijing to Xiong'an with their units can use the Beijing standard for the upper limit of housing provident fund contribution base. When purchasing a house in Xiong'an, they can apply for Beijing housing provident fund loans and withdrawals without restriction based on whether they have a purchase or withdrawal record in Beijing. As of September, the Beijing Housing Provident Fund Management Center has provided 146 relocated personnel with 123 million yuan in provident fund loan support, ensuring their smooth settlement in Xiong'an.
Increased personnel movement, smoother factor flow, and closer cooperation... the strengthening Beijing-Xiong'an integration is continuously releasing dividends. Data shows that 141 service items have been integrated between Beijing and Xiong'an, and over 3,500 Beijing municipal and district-level government services can be processed across regions in Xiong'an via the "cloud window." These achievements demonstrate the significant effectiveness of Beijing-Xiong'an integration, providing a solid foundation for building a better "conjoined city" life. Beijing-Xiong'an integration is not merely a simple geographical connection but a strategic choice for resource sharing, complementary advantages, and joint development, with a promising future.
