The "Implementation Plan" jointly issued by the eight departments this time is a highly valuable policy document, proposing 19 policy measures in 5 aspects around "empowerment" and "improvement". At the special press conference held on the same day, Liu Ming, Director of the Social Department of the National Development and Reform Commission, stated.

Liu Ming introduced that in terms of empowerment, the Implementation Plan mainly empowers the integration of industry and education in vocational education through three aspects: pilot projects, policies, and funding.

In 2021, we selected the first batch of 21 national pilot cities for industry education integration and 63 national industry education integration enterprises, playing a good demonstration and leading role. In terms of pilot empowerment, Liu Ming introduced the "Implementation Plan", which summarized the experience and practices of the first batch of national industry education integration pilot cities, initiated the selection of the second batch of about 30 national industry education integration pilot cities, and then selected a batch of national industry education integration enterprises.

In terms of improvement, the Implementation Plan focuses on difficult and blocking issues, and strives to achieve the "three improvements" through targeted policy measures and practical work measures: improving the professional system, enhancing the level of practical training, and enhancing the depth of integration.

Vocational education talent cultivation must be guided by industry demand. "Taking the improvement of professional system as an example, Liu Ming introduced that the" Implementation Plan "proposes" one priority, one acceleration, one transformation, one merger ": prioritizing the development of a group of emerging majors that are needed in industries such as advanced manufacturing, new energy, new materials, biotechnology, artificial intelligence, etc; Accelerate the construction of a group of talents scarce majors such as nursing, wellness, childcare, and home economics; Transforming and upgrading a group of traditional majors in fields such as metallurgy, medicine, building materials, and light textile; Dismantle and eliminate majors with oversupply, low employment rate, and disappearing professional positions.

The main purpose is to promote the formation of a professional system that closely connects with the industry chain and innovation chain, and effectively achieve the goal of disciplines following the industry and majors shifting around demand, "Liu Ming said.

The reporter learned that currently, there are over 10000 vocational colleges and more than 30 million students in China, and the scale of vocational education talent cultivation has accounted for half of China's higher education, containing a huge talent dividend.

According to Ma Hongbing, Deputy Director of the Department of Science, Education and Culture of the Ministry of Finance, from 2018 to 2022, the national financial investment in vocational education reached 1.8 trillion yuan, with an average annual growth rate of 6.2%.
