The construction drawings they produced were sent over in July 2021, and the diversion plan was attached and also reported to the district government. However, the road construction in this plan does not comply with the regulations, with a design width of only 8.5 meters. The person in charge of the special team candidly stated that although there were objective factors such as policy adjustments and information asymmetry in the specific work of project promotion, they also exposed subjective issues such as fear of difficulties and lack of promotion measures. The person in charge of the Port and Logistics Industry Development Promotion Center in Tongchuan District also admitted that they did not intervene in advance in the promotion of the project and did not start to take the lead in coordinating work until July 2023, resulting in insufficient proactive awareness. Zeng, former deputy director of the Port and Logistics Development Office in Dazhou City, stated that although they sent a project secretary to track, they lacked effective means of promotion and did not do their work properly.

As a municipal key project, the construction progress is seriously lagging behind. Anyway, our work style and efficiency are all things we should consider and reflect on.
