Recently, the Sichuan Branch of the China Academy of Information and Communications Technology (CAICT) released the "Assessment Report on the Development Level of Data Element Market in Western Cities of China (2024)", evaluating the development level of the data element market in 131 cities in western China and producing a top 50 list.

Guiyang, with its comprehensive market support system, solid data industry foundation, active data circulation market and sound data element governance system, ranked first among western cities with a total score of 84.51. Chengdu, with its high-quality data element supply and effective data governance, ranked second. Chongqing actively laid out the data element track, promoting data element circulation and transaction, ranking third.

The evaluation results for 2024 show that the development level of the data element market in western cities exhibits a clear "stair-step" characteristic. Cities such as Guiyang, Chengdu, and Chongqing have achieved comprehensive development in terms of market support, industrial foundation, data element supply, data element circulation, and data element governance, with significant score advantages.

1. Comprehensive Market Support System

Guiyang is the first national comprehensive pilot zone for big data, a digital economy development innovation zone, and is known as the "Big Data Capital" and "China Data Valley". In recent years, Guiyang has continuously promoted the development of the digital economy citywide, driven by big data, and has achieved significant results in the construction of data infrastructure such as networks, computing power, data circulation and trading platforms, and the cultivation of a data industry ecosystem.

• Guiyang relies on the Guiyang Big Data Science and Technology City to attract and gather big data enterprises, with the number of data merchants leading in western cities.
