The author recently learned that a joint inspection team consisting of the East China Civil Aviation Bureau, Shandong Civil Aviation Supervision Bureau, Shanghai Civil Aviation Supervision Bureau, Zhejiang Civil Aviation Supervision Bureau, Pudong Airport, and Nanjing Airport conducted a joint inspection of Jinan Airport from August 8 to August 11, 2023.
The joint inspection team has put forward suggestions regarding the situation where the bird drive track of Jinan Airport is located within the flat range of the lifting strip.
The inspection team suggests evaluating the safety risks of the location and road structure thickness of the bird drive track at Jinan Airport, including whether the straight facade is eliminated according to standards, and whether the aircraft may deviate from the runway and be damaged due to obstruction of the bird drive track.
At the same time, the inspection team also proposed that Jinan Airport should set up signs, flagpoles, bird repelling equipment, etc. as far as possible outside the flat range of the lifting strip.
An insider said that it is relatively rare for some airports in China to set up bird repelling roads within the flat range of the landing strip.
The runway strip is the "runway strip" of an airport. The function of the airport runway strip is to reduce losses and hazards once an aircraft lands early or takes off and lands off the runway. The landing strip must be leveled to ensure sufficient strength for the aircraft to be set up as a safe area when exiting the runway.
It is reported that on July 30, 2023, a Boeing 737 passenger aircraft deviated from the runway at Jinan Airport. On August 7, 2023, another incident occurred at Ningbo Lishe Airport where a foreign Boeing 747 cargo plane deviated from the runway.
These two airports, both under the jurisdiction of the East China Civil Aviation Administration, have experienced consecutive incidents of aircraft deviating from the runway, sounding the alarm for the safe operation of civil aviation.
The author notes that after the aircraft deviated from the runway on July 30 and August 7, 2023, respectively, at Jinan Airport and Ningbo Lishe Airport, an inspection team composed of the East China Civil Aviation Bureau, the Shanghai Supervision Bureau of Civil Aviation, and the Shandong Supervision Bureau of Civil Aviation conducted a joint inspection of Jinan Airport on August 8.
The author also learned that the inspection team's joint inspection of Jinan Airport identified a total of 20 problems and proposed 22 suggestions.
Among them, the assessment of the surface condition of the runway at Jinan Airport was not strictly carried out in accordance with relevant regulations. Failure to timely develop differentiated maintenance plans and emergency repair plans for the asphalt pavement of the shoulder cover of the running track.
Jinan Airport also lacks strict control over personnel and vehicles entering the motorized area, and has not established a safety control and runway intrusion prevention management system for outsourced units such as soil area mowing and pavement gluing.
In addition, in terms of non-stop construction, the supervision of some non-stop construction areas at Jinan Airport is not perfect, and there is a risk of construction personnel and vehicles mistakenly entering patrol roads or motorized areas in some areas or intersections, and there is a lack of effective supervision measures.
In the management of foreign objects (FOD) at Jinan Airport, small metals were classified as low or medium risk FOD, which does not comply with the requirements of the "Management Measures for Preventing Foreign Objects from Transporting Aircraft Off Site" that metals should be classified as high-risk FOD.
The joint inspection team also proposed that Jinan Airport should strengthen the fire management work of the airfield lighting station. The inspection team suggests that equivalent measures should be taken immediately in response to the current lack of smoke alarms, video surveillance and other fire-fighting facilities at the North South Lighting Station, which cannot detect safety hazards such as fires in a timely manner.
