Pseudo public welfare and pseudo charitable behavior

In order to promote the better development of the public welfare industry, Tiktok's official account has recently released the latest regulations on the governance of Tiktok's public welfare content in response to accounts that try to fabricate false scenes and implement false public welfare on the grounds of "helping farmers", "helping the poor", "helping the disabled" and "helping the elderly".

The new regulations require that "if an account initiates charitable fundraising on the platform, the subject must hold relevant qualifications and be certified in accordance with regulations", and "unqualified accounts shall not initiate charitable fundraising on the platform in any form, including but not limited to using e-commerce sales and other means of disguised fundraising". In addition, the new regulations clearly require that "public welfare accounts shall not engage in profit-making activities such as live streaming rewards or e-commerce sales".

Tiktok Releases New Regulations on Public Welfare Content Governance

How rampant are fake public welfare scams?

In April 2021, Han, the leader of the fake public welfare and fake agricultural aid gang, was administratively detained by the Liangshan Prefecture police for engaging in online live streaming and selling goods for profit due to fabricated poverty in Daliangshan. According to reports, the team, under the banner of "poverty alleviation", is deliberately filming poverty alleviation and fictionalizing life scenes, releasing untrue videos, and exaggerating and fabricating poverty in Liangshan under the guise of poverty alleviation donations and assistance to disadvantaged people in many areas of Liangshan, in order to gain attention, attract fans' attention, and engage in online live streaming sales for profit.

Making up stories, selling hardships, and attracting fans to accumulate wealth, these "tragic scams" have become the code for some teams to become wealthy. They follow the storyline set by the script and engage in fake activities such as helping farmers and charity, causing netizens to fall into a "sympathy trap" of donating money, giving rewards, and placing orders.

It is reported that since April 2023, 1131 videos related to Tiktok have been removed from the shelves, 3518 accounts have been closed indefinitely, and new fans improperly obtained have been erased, and their liquidity function permissions have been cancelled.

Platform account initiates charity fundraising

Strict certification required

According to the new regulations issued by the Tiktok platform, public welfare accounts need to be authenticated according to relevant regulations.

Specifically, if an account initiates charitable fundraising on the platform, its subject must register with the national civil affairs department, submit a legal registration certificate and proof, and then authenticate according to regulations; Government, media, and other accounts that initiate charitable fundraising on the platform must hold relevant qualifications or collaborate with qualified institutions.

For accounts without the above qualifications, the new regulations require them to "not initiate charitable fundraising in any form on the platform, including but not limited to using e-commerce sales and other means of disguised fundraising

At the same time, in order to ensure the professionalism, seriousness, and purity of users conducting public welfare activities through the platform, the new regulations require public welfare accounts not to engage in profit-making activities such as live streaming rewards and e-commerce sales.

In addition, to ensure the authenticity, fundraising compliance, and positive orientation of the content published by certified public welfare accounts, the new regulations require that the accounts must be directly operated and managed by public welfare organizations and practitioners, and be responsible for the content quality and artistic style of the accounts. "Third party MCN institutions or others shall not be entrusted to operate the accounts, and homogeneous content shall not be produced and published in bulk

The relevant person in charge of the Tiktok Security Center said that the platform continued to increase its patrolling efforts, especially focusing on the investigation of accounts that published false "difficult life", "dilapidated houses", "left behind people for old and young", and had profit-making behaviors, and strictly handled the "pseudo public welfare" content and accounts that had false fabrications, cheated love, and improper marketing.
