On October 16, 2023, the "Marine Science and Technology" 2023 training course of the China International Seabed Authority Joint Training and Research Center was held in the West Coast New Area of Qingdao. It is reported that this training course lasts for a total of 12 days and is taught by more than 20 experts from the International Seabed Authority and China through various forms, both offline and online, providing training to 25 students from 21 developing countries.
The China International Seabed Authority Joint Training and Research Center was established in October 2019 under a contract between the Ministry of Natural Resources of China (State Oceanic Administration) and the International Seabed Authority. It is affiliated with the National Deep Sea Base Management Center of the Ministry of Natural Resources and is the first training and research cooperation platform established by the Seabed Authority and its member states. This training course is the first offline training conducted by the Joint Center in China, aiming to provide deep sea science, technology, and business skills training for students from developing countries, and enhance their capabilities in areas such as deep sea resource exploration and development and ecological environment protection. Mr. Wang Hong, Vice Minister of the Ministry of Natural Resources of China and Director of the National Oceanic Administration, and Mr. Mike Lodge, Secretary General of the International Seabed Authority, delivered speeches via video. Wu Changbin, Director of the China Ocean Affairs Administration, Lv Bin, Chairman of the China Ocean Development Foundation, and relevant leaders of the Qingdao Ocean Development Bureau attended and delivered speeches. Gu Wu, Director of the National Deep Sea Base Management Center, attended and presided over the ceremony. Guests from the International Seabed Authority, domestic and foreign teaching experts, and students from various countries jointly attended the opening ceremony.
Vice Minister Wang Hong pointed out that this training course is the first offline training course held in China since the establishment of the Joint Center. China has always been actively committed to helping developing countries, especially the least developed countries, landlocked developing countries, and small island developing States, to enhance their ability to participate in international seabed affairs. We look forward to students making positive contributions to further promoting maritime cooperation and exchanges between China and China in the future. As a globally influential marine science city, Qingdao has gathered 30% of China's marine academicians and 40% of China's marine research and development institutions. We look forward to students learning rich marine knowledge and experiencing profound marine culture in Qingdao, deepening their understanding of China, and making positive contributions to further promoting maritime cooperation and exchanges between our country and China in the future.
Secretary General Mike Lodge pointed out that the Joint Center is the first joint training and research center established by the Sea Administration and its member states. Since its establishment, the Joint Center has organized, designed, and implemented related activities based on the needs and strategic research priorities determined by the members of the Sea Administration, promoting marine scientific research and capacity building for developing countries. The Secretary General has expressed high recognition for the selection of participants in this training course, which will help them deeply understand the potential and mysteries of the deep sea, and understand the mission of the International Seabed Authority as the responsible custodian of the common heritage of all humanity under the authorization of the United Nations Convention on the Law of the Sea.
This training course starts on October 16th and ends on October 27th, with a total of 12 days. More than 20 experts from the International Seabed Authority and China will teach the students in various offline and online forms. It will provide training for 25 students from 21 developing countries, including Brazil, Papua New Guinea, Mexico, South Africa, Nigeria, Indonesia, Argentina, Fiji, and China, The training content will cover multiple fields such as international seabed mineral resource assessment and development, protection of typical deep-sea habitats and ecosystems, deep-sea exploration and data acquisition and application, United Nations Convention on the Law of the Sea and international seabed legal regulatory framework, marine culture and capacity building. In addition to theoretical courses, the training course will also arrange various forms of training activities such as on-site inspections by offshore institutions and universities stationed in Qingdao, practical operation of deep-sea technology equipment, and offshore operations by offshore scientific research vessels.
At the same time, this training course will also showcase the comprehensive strength of Qingdao and China's marine research and industry to the world, showcase the vitality of Qingdao's west coast marine industry, and further promote Qingdao's development into a leading modern marine city.
