On July 30, 2024, the press conference for the 2024 China International Big Data Industry Expo was held in Beijing. At the conference, Guiyang-Gui'an, as an important participant in the "East Data West Calculation" strategy, announced that it will leverage its powerful data center cluster, computing power scale, data openness, and application scenario advantages to vigorously build an AI large model training base, injecting new vitality into the AI industry development nationwide and globally.

Guiyang-Gui'an adheres to the concept of "five integrations," namely the collaborative application of computing power, data, and algorithms, and has built an industrial ecosystem of "five centers" to facilitate the rapid development of AI large models. These "five centers" are:

1. Intelligent Computing Service Center: Guiyang-Gui'an currently possesses an intelligent computing scale exceeding 33 Eflops, and is expected to surpass 75 Eflops by year-end, becoming the region with the strongest domestic intelligent computing capability in China. Relying on its powerful computing resources, Guiyang-Gui'an, in collaboration with leading companies like Huawei and the three major telecom operators, provides diverse heterogeneous computing power services mainly based on Ascend for companies nationwide that possess self-developed large models. Meanwhile, the government has also implemented the "Computing Power Voucher" policy, offering preferential support to companies utilizing computing power. This enables companies to enjoy convenient, secure computing power services from Guiyang-Gui'an as easily as using electricity, facilitating large model training.

2. Model Training Center: To reduce model training costs, Guiyang-Gui'an has specifically built a public service platform offering open-source basic models and discounted computing power. This platform integrates various excellent algorithms to provide model pre-training, model fine-tuning and inference, security evaluation, and model management services for large model enterprises, supporting one-stop training, inference, deployment, and operation of large models, shortening the development and application construction cycle for industry models.

3. Data Circulation Center: Guiyang-Gui'an, leveraging the Guiyang Big Data Exchange, provides high-quality training datasets for large model training. Currently, the first batch of listed training datasets covers multiple fields including financial services, industrial manufacturing, healthcare, and commerce, encompassing various modalities such as text, audio, images, and videos. Furthermore, it includes a group of outstanding companies such as Chinese Online, China Open Data, Founder, New Climate Technology, and SpeechOcean, providing "fuel" for AI vendors and large model providers to facilitate large model training and development.

4. Talent Cultivation and Joint Innovation Center: Guiyang-Gui'an actively implements talent cultivation plans, collaborating with universities and research institutions to establish AI large model talent training bases, nurturing high-quality research and development personnel, and providing talent support for AI industry development. 5.
