Seizing the opportunity of "dual carbon" and creating a global benchmark for digital clean energy mega-base has become a crucial topic in current energy development. Achieving carbon neutrality has become a global consensus. During the 14th Five-Year Plan period, China will build nine large-scale clean energy bases, with clean power energy mainly including hydropower, wind power, and photovoltaic power generation. The national "14th Five-Year Plan and 2035 Vision Goals Outline" and the "2024-2025 Energy Saving and Carbon Reduction Action Plan" both emphasize increasing the development of non-fossil energy and accelerating the construction of large-scale wind and photovoltaic bases, with a focus on deserts, gobi areas, and barren land. The continuous introduction of relevant policies is driving the accelerated development of clean energy mega-bases.
Under the guidance of the national "dual carbon" goal, energy industry technological innovation represented by low-carbonization, digitization, and intelligence has become a trend. New energy scenarios represented by water, wind, solar, and storage are accelerating the energy industry transformation through digitization. Deng Chao, member of the Party Committee and Director of the Sichuan Provincial Development and Reform Commission, and Director of the Sichuan Provincial Energy Administration, pointed out in his speech that Sichuan Province is rich in clean energy resources and has favorable conditions for building a pure clean energy mega-base. He emphasized that the integrated development of the digital world and the energy world is an inevitable trend and a necessary requirement for the construction of a new energy system.
As one of the nine major clean energy bases in China, the Yalong River Basin Water-Wind-Solar Integrated Base is a large-scale water-wind-solar integrated demonstration base planned by the State. After completion, it will become the world's largest green and clean renewable energy base. Guo Xuyuan, Chairman and Secretary of the Party Committee of State Power Investment Corporation Limited and Yalong River Hydropower Development Co., Ltd., said in his speech that Yalong River Company is committed to building the world's largest Yalong River Basin water-wind-solar integrated base. This year, the installed capacity under construction will reach 12 million kilowatts, and the development and construction of the base has entered a stage of rapid development. However, the base is large in scale, and the technical and management difficulties are great. It is necessary to fully utilize digital and intelligent technologies to accelerate and promote the construction of an integrated base, achieving high-quality development. The company will fully promote the digital transformation and intelligent construction and operation of the integrated base, making the Yalong River Basin water-wind-solar integrated base a world-class clean energy mega-base, becoming an industry benchmark and a Chinese model.
Hou Jinlong, Director of the Board and President of Huawei Digital Power, emphasized in his speech that clean energy bases are key to the low-carbon transformation of the energy system. Huawei hopes that every clean energy base will move towards digitization and intelligence in the future, ultimately achieving "autonomous driving," using digital technology to improve the development, planning, and management levels of the base, ultimately leading to "unmanned operation and maintenance."
The Yalong River Kela Phase I photovoltaic power station is a global benchmark for clean energy mega-base jointly built by Huawei and Yalong River. With an altitude of 4000-4600 meters, it has successfully overcome many challenges, including high altitude, extreme weather, and ecological protection, successfully creating the world's largest and highest altitude digital water-solar complementary photovoltaic power station, setting a model for the construction of global basin-type clean energy bases. In the future, Huawei hopes to continue innovating with partners and customers, seizing the lead in the new round of technological revolution, driving the high-quality development of new energy.
Zhao Zenghai, Deputy Director of the Institute of Water Resources and Hydropower Planning and Design, pointed out in his speech on "Policy Requirements and Development Trends of Clean Energy Mega-Base" that the "three-in-one" planning and construction requirements for large-scale wind and photovoltaic bases in new energy include the coordinated development of wind and solar resources, regulating support power sources, and power transmission channels. He said that in the new era, achieving the "dual carbon" goal requires new concepts and new models to promote the large-scale and high-quality development of renewable energy.
Zhang Peng, Deputy General Manager of Yalong River Hydropower Development Co., Ltd., said in his thematic sharing on "Digitalization Creates New Productivity and Helps High-Quality Development of the Yalong River Basin Water-Wind-Solar Integrated Base" that the Yalong River Basin water-wind-solar integrated base has an installed capacity of nearly 21 million kilowatts, playing a role of "ballast" in ensuring Sichuan's power supply. To address various challenges, Yalong River Company, together with Huawei, has built a base to create a technological innovation highland, using world-class technology to address world-class problems, achieving high-quality development of power stations throughout their life cycle through digitization and intelligence.
Innovative Practices Land, Building a "Planning, Construction, O&M, and Operation" Full Life Cycle Digital Solution
In the face of industry challenges, Huawei has continued to cultivate digital technology, accelerating the integration of digital technology with mega-base power station scenarios, pioneering the "Planning, Construction, O&M, and Operation" full life cycle digital solution. On the one hand, it actively implements the "dual carbon" goal, successfully implementing the Yalong River Kela Phase I photovoltaic power station. On the other hand, it promotes the digital transformation of mega-base power stations, integrating information flow and energy flow, and deeply empowering the power industry with intelligent technologies, contributing to the creation of a new productivity for energy mega-bases.
At the meeting, Zhou Tao, President of Huawei Digital Power Smart PV Product Line, pointed out in his speech on "Photovoltaic Storage Integration, Comprehensive Intelligence, Building High-Quality Clean Energy Mega-Base" that digitization is no longer a choice but a necessity. Targeting the challenges in the construction and operation and maintenance of clean energy mega-bases, Huawei is committed to integrating digital technology into photovoltaic power stations, driving the transition of clean energy mega-bases from intelligent operation and maintenance to a new stage of "autonomous driving" for the entire life cycle. Zhou Tao also emphasized that Huawei will focus on the research and development of data foundations and core algorithms, pushing the "Planning, Construction, O&M, and Operation" full life cycle digital management to a new level. In the process of digitalization of mega-base power stations, Huawei will gather eco-partners, continuously innovate, and empower partners to jointly lead the industry towards a higher level of digital transformation.
To further promote in-depth cooperation, during the summit, Yalong River Company and Huawei held the "Yalong River Kela Phase I Photovoltaic Power Station Sample Point Unveiling and Grid-Type Energy Storage Realization Platform" groundbreaking ceremony, marking a new stage of cooperation. Huang Chongyue, Smart PV Management System and Professional Services Business Manager of Huawei Digital Power, proposed in his thematic speech on "Joint Innovation, Jointly Creating the Future" that the problems faced by the basin plateau mega-base construction are not single points but a system engineering. The innovation team, starting from the perspective of the entire life cycle of the power station, has built a high-precision 3D real-scene digital twin power station, which has been used to achieve project engineering quality, safety, and schedule management, and has also jointly built a power station PR evaluation index system with partners. This system can not only guide efficient operation and maintenance but also provide strong support for future power station planning. Huang Chongyue said that in the next step, Huawei will continue to research multiple-path water-solar-storage complementarity to improve the stability of photovoltaic grid connection, build predictive maintenance capabilities for components and geological subsidence, etc., and support high-quality new energy development with more innovative achievements.
Based on industry trends and technological development judgments, in the next ten years, the integration of information flow and energy flow will reach a new level. Power station digitization will transition from "operation and maintenance digitalization" to "operation and maintenance digitalization," and then move further towards "Planning, Construction, O&M, and Operation" full life cycle digitalization.
