The General Office of Zhejiang Provincial Government recently issued the "Action Plan for Accelerating High-Quality Development of Cross-Border E-commerce in Zhejiang Province (2024-2027)" to comprehensively implement five action plans, boost the high-quality development of cross-border e-commerce, and build a high-level international hub province for cross-border e-commerce.

According to the plan, by 2027, Zhejiang's total cross-border e-commerce volume will double compared to 2024. The province aims to have over 15 key counties (cities and districts) with an annual cross-border e-commerce transaction volume exceeding 10 billion yuan, more than 10 cross-border e-commerce platforms with an annual transaction volume exceeding 10 billion yuan, and an international (regional) air cargo and mail throughput exceeding 500,000 tons. The province strives to double the cross-border e-commerce scale again by 2030 compared to 2027.

The action plan outlines five major action plans:

First, optimize the environment for cross-border e-commerce development. This includes measures such as improving the cross-border e-commerce policy system, optimizing regulatory models, strengthening talent cultivation, and enhancing infrastructure construction to create a favorable environment for cross-border e-commerce development.

Second, enhance the development level of cross-border e-commerce platforms. This involves encouraging the development of a group of cross-border e-commerce platforms with international competitiveness, supporting platform companies in expanding overseas markets, and improving the platforms' comprehensive service capabilities.

Third, promote the concentrated development of the cross-border e-commerce industry. This involves driving the concentrated development of the cross-border e-commerce industry, building a number of cross-border e-commerce industrial parks, and forming a cross-border e-commerce industrial chain.

Fourth, promote the innovative development of cross-border e-commerce.
