Xu Xinchao stated that as we enter the digital economy era, the internet is entering a new stage of transformation and upgrading from promoting personal consumption to empowering industries. Beijing will continue to leverage its advantages in education, technology, and talent resources, seize the development opportunity period, accelerate the integration of data and reality with the high-quality development of the internet industry, and deeply expand new space for the development of the digital economy. He proposed five suggestions: firstly, firmly adhere to the concept of internet open source development, strengthen top-level design, and establish an evaluation and incentive mechanism based on open source contributions; Secondly, we will increase the construction of internet infrastructure and consolidate the digital foundation of cities; The third is to lay out the forefront of internet technology and promote the formation of more significant original innovation achievements; Fourthly, fully leverage the role of data elements, establish data zones, and continue to carry out safe and orderly cross-border data flow; Fifth, optimize the Internet development environment and promote the sustainable and healthy development of the Internet Platform economy.

Wu Hequan, an academician of the CAE Member and director of the Advisory Committee of the Internet Society of China, delivered a keynote report with the theme of "making efforts to enable Digital transformation of the Internet platform". He said that the current is a new round of opportunities for the development of China's Internet platform enterprises. The Digital transformation of the whole society has opened up a new blue ocean for the development of Internet enterprises. New generation IT such as 5.5G+cloud computing+AI has promoted the sustainable development of Moore's law, and improved the transparent and predictable normal supervision system to support the Internet platform to become bigger and stronger. He called on internet companies not only to reduce costs and increase efficiency, but also to increase innovation efforts and unleash the greater potential of new economic engines.

Huang Tiejun, Dean of Beijing Zhiyuan Artificial Intelligence Research Institute and Professor of the School of Computer Science at Peking University, delivered a keynote report on the theme of "Current Status and Prospects of Artificial Intelligence Big Models". He pointed out that today's big models have powerful intelligence and far-reaching impact. In the next three years, in addition to language, big models are rapidly expanding their universal intelligence in visual, auditory, embodied, and action, and their impact will be even greater. In the next 10 years, the intellectual revolution has begun, and it is the construction of a new ecosystem. The open source and open ecosystem will eventually win.

At the meeting, China Internet Development Report (2023) and the Case of "Internet Helps Digital transformation of Economy and Society" in 2023 were also released.
