On June 2, the National Energy Administration organized 11 research institutions to publish the Bluebook of New Power System Development. The Bluebook proposes to formulate a "three-step" development path for the new power system, namely, accelerating the transformation period (from current to 2030), the overall formation period (from 2030 to 2045), and the consolidation and improvement period (from 2045 to 2060), and promote the construction of the new power system in a planned and step-by-step manner. During the accelerated transformation period, we will promote the low-carbon development of energy consumption in various industries, and the proportion of non fossil energy consumption will reach 25%. New Energy development realizes both centralized and distributed development, and guides the industrial transfer from the east to the central and western regions.

Building a diversified green power supply structure

The electricity consumption in China has grown rapidly, reaching 8.6 trillion kilowatt hours last year, equivalent to the total electricity consumption of the United States, the European Union, and Japan. China's power system has gradually developed into the world's largest transmission capacity, highest transmission voltage level, and multi regional AC/DC hybrid power system, synchronously establishing a complete power industry system.

Du Zhongming, President of the Electric Power Planning and Design Institute, stated that the construction of China's new power system needs to follow the basic national conditions and development laws, and cannot start from scratch. Innovation and upgrading should be carried out on the existing power system.

Du Zhongming analyzed that on the power supply side, the large-scale development of new energy has put forward higher demand for the system's regulation capacity. New energy has not yet formed a reliable alternative, and most of them cannot provide Moment of inertia for the power system. On the grid side, the development of large-scale new energy bases for external transmission puts forward higher requirements for transmission technology, the "double high" power system puts forward urgent needs for the upgrading of dispatching operation technology, and the distribution network level urgently needs to further improve the reliability of power supply, transaction flexibility and diversity of power supply forms. On the user side, the peak load characteristics are becoming increasingly prominent, and the flexible adjustment ability on the load side has not been fully explored. New business models such as the integration of source, network, load, and storage need to be actively cultivated.

The important feature of the new power system is the new power supply structure. The Bluebook proposes that in order to achieve the goal of "double carbon", we need to vigorously develop non fossil energy power generation and build a diversified green low-carbon power supply structure. Considering the demand for rigid growth of electricity consumption in China and the reliable substitution ability of new energy, we should stabilize the Political base of coal power supply and vigorously build new coal power. In order to accelerate the improvement of the safe and reliable replacement capacity of new energy, it is necessary to actively create a "new energy+" model, and through innovative design of a smart regulation mode that coordinates energy storage and new energy, make the output characteristics of the power station close to conventional power sources.

Strengthen collaborative control of source network load storage

To meet the demand for large-scale new energy consumption, it is necessary to fully tap the potential of energy consumption on all sides of the source network, load storage, and promote the substitution of clean energy electricity in multiple fields on the user side, and promote the consumption and utilization of new energy.

China's new energy base is far from the load center, and large-scale safe and reliable export of new energy faces significant challenges. It is urgent to promote the upgrading and flexible development of the main power grid, in order to support the efficient development and utilization of high proportion of new energy.

To fully leverage the key role of new energy storage in building a new type of power system. Du Zhongming said that the development layout of new energy storage needs to fully combine system requirements and technological economy, actively expand application scenarios, and develop the layout in a large-scale and scientific manner on all sides of the source network load. Fully leverage the advantages of energy storage, heat storage, gas storage, cold storage, hydrogen storage, etc., to achieve the organic combination and optimized operation of various types of energy storage in the power system.

The Bluebook proposes that in order to support the coordinated control of source, network, load and storage, it is necessary to build a new dispatching and operation system suitable for the development of new energy. Experts say that in order to comprehensively improve the power grid's ability to optimize resource allocation, carry multiple loads, and ensure safe power supply, it is necessary to promote the intelligent upgrading of the power grid. We need to build a digital economy platform for energy and electricity, and promote the deep integration of digital flow and energy and electricity flow.
