The Guizhou Provincial Government Information Office recently held a press conference to announce the development goals of "3533" key industrial clusters, determined around the construction of "Six Major Industrial Bases." By 2027, Guizhou plans to form three 500 billion yuan industrial clusters in deep processing of resources, new energy battery materials, and modern energy, as well as three 300 billion yuan industrial clusters in soy sauce-flavored liquor, big data and electronic information, and advanced equipment manufacturing.

The proposal of this goal stems from the strategic positioning of industrial development entrusted to Guizhou by the State Council's document No. 2 of 2022, and also reflects the concentrated embodiment of Guizhou's own comparative advantages. In recent years, Guizhou has actively responded to the national development strategy, accelerating the construction of a nationally important deep processing base for resources, a research and production base for new energy power batteries and materials, a computing power guarantee base for the country, a nationally important liquor production base, a new comprehensive energy base, and a nationally important industrial backup base, laying a solid foundation for the construction of a modernized industrial system.

On April 21 this year, the 2024 China Industrial Transfer and Development Matching Event (Guizhou), themed "Serving and Integrating into National Strategies, Winning a New Future for Industrial Development," was held in Guiyang. This was the first time that a national-level industrial matching event was held in Guizhou. The event successfully facilitated a number of project collaborations, covering the "Six Major Industrial Bases" and "3533" industrial clusters in general. Among the signing companies, there were 85 central enterprises and state-owned enterprises, 8 Fortune 500 companies. The investment projects had high industrial relevance, a wide range of coverage, strong leading role, and would contribute to further enhancing the resilience of Guizhou's industrial chain and supply chain. The specific content of the "3533" industrial cluster development goals is as follows:

Three 500 billion yuan industrial clusters:

• Resource Deep Processing Industry Cluster: Leveraging Guizhou's rich resource advantages, developing deep processing of mineral resources, deep processing of specialty agricultural products, and deep processing of forest products, to build a nationally important deep processing base for resources.

• New Energy Battery Materials Industry Cluster: Utilizing Guizhou's abundant phosphate resources, developing the production of lithium iron phosphate and other new energy battery materials, to construct a research and production base for new energy power batteries and materials.

• Modern Energy Industry Cluster: Developing clean energy power generation, energy storage, hydrogen energy, etc. to build a new comprehensive energy base, providing clean and efficient energy security for the country.

Three 300 billion yuan industrial clusters:

• Soy Sauce-flavored Liquor Industry Cluster: Relying on Guizhou's unique geographical environment and brewing techniques, developing the production of high-quality soy sauce-flavored liquor, to consolidate its position as a nationally important liquor production base.

• Big Data and Electronic Information Industry Cluster: Leveraging Guizhou's rich resource advantages, developing data centers, cloud computing, artificial intelligence, etc., to build a computing power guarantee base for the country.

• Advanced Equipment Manufacturing Industry Cluster: Developing high-end equipment manufacturing, intelligent manufacturing, new energy vehicles, etc., to build a nationally important industrial backup base.

The construction of the "Six Major Industrial Bases" will provide strong impetus for Guizhou's high-quality economic development:

• Promote the optimization and upgrading of industrial structure: By cultivating and strengthening emerging industries, accelerating the elimination of backward production capacity, and promoting the transformation and upgrading of the industrial structure to a high-end level.
