Since the implementation of the "Special Action Plan for Digital Empowerment of Small and Medium sized Enterprises" in 2020, the Ministry of Industry and Information Technology and the Ministry of Finance have selected and identified the first batch of 98 digital service providers in 38 segmented industries, promoting more than 2000 small and medium-sized enterprises to complete digital transformation, with financial support of about 430 million yuan. The Notice clearly stated that through carrying out urban pilot projects, supporting local governments to implement comprehensive policies, exploring ways, market mechanisms and typical models of Digital transformation for SMEs, sorting out a number of Digital transformation industry segments, creating a number of Digital transformation "beacon" enterprises, and cultivating a number of high-quality digital service providers, Develop and integrate a number of digital solutions and products that are "small, fast, light and accurate" (miniaturization, speediness, lightweight and precision), guide and promote the majority of SMEs to accelerate Digital transformation, comprehensively improve the digital level of SMEs, and promote the deep integration of the digital economy and the real economy through demonstration driven, sample based, replication and promotion. In 2023, around 30 cities will be selected for pilot work, and the pilot scope will be further expanded in the following years based on the implementation situation.

The Notice emphasizes that the central government will give a quota award to pilot cities, of which the total amount of awards and subsidies for provincial capital cities, cities specifically designated in the state plan, and the corps should not exceed 150 million yuan, and the total amount of awards and subsidies for other Prefecture-level city and counties under the jurisdiction of municipalities directly under the Central Government should not exceed 100 million yuan. The Ministry of Finance will allocate bonus and subsidy funds in chunks, which will be coordinated and used by pilot cities. According to the principle of "enterprises providing more, service providers providing more, and governments providing more", no less than 80% of the reward and subsidy funds should be arranged to carry out the digital transformation work of small and medium-sized enterprises. By supporting the transformed enterprises, they can choose digital service providers to carry out digital transformation, which can be used for software and cloud service expenses related to digital transformation, necessary data collection and transmission equipment expenses such as gateways and routing, as well as consulting and diagnostic service expenses. Enterprises should focus on strengthening the depth of transformation and focusing on the transformation of production and manufacturing processes.
