In the face of the disaster, the Chinese government has decided to provide emergency humanitarian assistance of 30 million yuan to Libya to help carry out post disaster relief work. China Eastern Airlines has been ordered to charter flights to transport China's aid to Libya.

To ensure the successful completion of this charter flight, China Eastern Logistics, a subsidiary of China Eastern Airlines, has organized a charter flight preparation meeting and a charter flight implementation inspection meeting, and determined the route arrangement of "Shanghai Pudong Amsterdam Benghazi Amsterdam Shanghai Pudong" to ensure the rapid arrival of humanitarian supplies.

During the charter flight, in addition to the destination of China and Libya, there are also 15 overflight countries, including Amsterdam, the Netherlands. A total of 17 overflight countries need to complete their takeoff, landing, and overflight applications one by one. China Cargo Airlines, a subsidiary of China Eastern Airlines Logistics, which is responsible for all cargo aircraft transportation tasks, has communicated and coordinated with each other, provided application documents and supplementary information, and timely obtained approval.

In the planning of charter flights, according to relevant foreign regulations, it is not possible to fly directly to Europe from Libyan airspace. China Eastern Airlines has designed a route specifically for this purpose. The charter flight takes the route from Europe to the nearest Italian airspace in Libya and flies to Benghazi, while the return journey takes the route around Tunisian, Algerian airspace in North Africa, changes to French airspace and returns to European airspace, before returning to Shanghai from Amsterdam.

In addition, although Benghazi Airport, as the destination, has two runways, one of which has been closed for a long time, and the airport navigation facilities are not the best combination, and it is not possible to obtain the airport's weather information. China Eastern Airlines closely cooperated with multiple departments to provide weather information for the crew, and analyzed the distance and proximity of the alternate airport one by one. Finally, a combination of the recent alternate airport Misrata, Libya and the best alternate airport Cairo was developed, To meet the reliability guarantee of charter takeoff and landing and alternate landing.

Due to the long duration of the entire charter flight period, the support capacity for loading and unloading work at Benghazi Airport in Libya is unclear. China Eastern Airlines has also developed detailed flight schedule and transit control requirements, accurately analyzing the loading and unloading support time under flight time and corresponding cargo volume, and arranging to dispatch balance attendants to assist the crew in operating and ensuring transit locally.

It is worth mentioning that behind the smooth transportation of this charter flight, there is a joint effort from multiple disciplines and departments.
