Alibaba Cloud Chief Risk Officer Zheng Junfang: Standardizing Data Governance with the Rule of Law

On October 12th, the 18th United Nations Internet Governance Forum Data Governance and Rule of Law Guarantee Sub Forum was held in Kyoto, Japan. This sub forum is hosted by the National Internet Information Office and attended by representatives of relevant United Nations agencies, the China Institute of Information and Communications, Renmin University of China, Beijing Normal University, and other institutions and organizations. Zheng Junfang, Chief Risk Officer and Chief Financial Officer of Alibaba Cloud Intelligent Group, was invited to attend and give a keynote speech, sharing Alibaba Cloud's data governance and technology ethics practices in the wave of artificial intelligence.

Zheng Junfang stated that data, as a production factor in the digital age, can play a huge role in the economic field and public management system through the infrastructure of the Internet for calculation. Regarding this, Zheng Junfang shared two cases: as a typical representative of "digital native enterprise", MihaYou was founded in 2011 in the dormitory of Shanghai Jiaotong University. This company ran on Alibaba Cloud when it had only 8 people, and has now developed into a global gaming giant. In this year's Hangzhou Asian Games, Alibaba Cloud supported the three core system applications of event management, result release, and event support from the bottom, and supported intelligent applications such as cloud broadcasting and Asian Games nailing upwards, enabling core systems to communicate on the cloud and creating an intelligent Asian Games event.

Since last year, a new wave of artificial intelligence has emerged globally. Zheng Junfang introduced that Alibaba Cloud's "Tongyi Qianwen" model has been opened to the whole society and has launched the "Qianwen Partner" program to jointly innovate the ecosystem with industry partners. In the future, Alibaba Cloud will also create more enterprise exclusive models to promote Qianxing Baiye to share intelligent dividends faster and better. Behind the vigorous development of technology, Alibaba Cloud's deep accumulation in data governance is inseparable.

Zheng Junfang emphasized that data governance should be regulated by the rule of law. In July of this year, seven ministries including the National Cyberspace Administration of China jointly released the world's first "Interim Management Measures for Generative Artificial Intelligence", which provided a legal environment and basis for the healthy development of artificial intelligence in China. Alibaba has also released the "Technology Ethics Risk Review Management System", proposing three principles of "responsible artificial intelligence technology": availability, reliability, and trustworthiness.

Artificial intelligence technology should enhance the well-being of human civilization, have advanced and stable technologies, and pay attention to privacy protection and data security. At the end of his speech, Zheng Junfang proposed three suggestions: firstly, to establish a universal public high-quality data corpus for humans; Secondly, establish data security standards and prevention systems in combating racial discrimination, protecting the rights and interests of women and children, and curbing violent terrorist crimes; The third is to actively carry out international exchanges and cooperation in the field of data governance, and promote international standards and consensus.

In the round table dialogue activities that followed this forum, department heads from relevant units such as the Internet Law Research Center of the Chinese Academy of Information and Communications, the European Center for International Political Economy, Beijing University of Astronautics and Astronautics, and Alibaba Cloud Intelligent Group participated in the dialogue and discussion. Zhu Ran, Vice President of Alibaba Cloud Intelligence Group, shared the practical experience of Alibaba Cloud's "Tongyi Qianwen" big model data governance. He believed that "the data governance of big models determines the scope and depth of applications". Alibaba Cloud has always guided the research and application of artificial intelligence based on the principles of "availability, reliability, trustworthiness, and controllability". At the same time, he also advocated for relevant countries or organizations to take the lead in forming regional or even international legal framework standards.

The United Nations Internet Governance Forum was established in November 2006 by the United Nations in accordance with the resolution of the World Summit on the Information Society. It aims to promote discussions and dialogue among various stakeholders on public policies related to the Internet and has been held for 18 consecutive sessions.
