On October 31st, Meituan Waimai announced three food safety initiatives, including establishing a public disclosure mechanism for violating merchants, promoting platform inspections and third-party sampling, and creating a smart food safety management system. This is another significant measure under the "Prosperity Plan" following Meituan Waimai's adjustment of traffic allocation policies two weeks ago to encourage healthy competition in the catering industry. The aim is to deepen cooperation with catering merchants and jointly promote the prosperous development of the catering ecosystem.
The "Prosperity Plan" is an ecosystem co-construction initiative launched by Meituan in 2022, aimed at helping catering merchants overcome operational challenges and achieve high-quality development. This plan is continuously upgraded and adjusted based on merchant needs, evolving from early assistance and support for small and medium-sized catering merchants during difficult times to empowering merchants to thrive and continuously introducing new measures to serve catering industry partners and promote mutual growth.
Through research, Meituan Waimai discovered that while catering merchants prioritize food safety management, some still lack food safety awareness and regulatory guidance, leading to occasional violations. To address this, the three food safety initiatives launched by Meituan Waimai aim to comprehensively establish and improve the platform's food safety system, providing consumers with a safer dining environment.
First, implement a specialized food safety governance initiative and establish a public disclosure mechanism for violating merchants. Merchants with issues regarding licenses, qualifications, or violations of food safety regulations will be taken offline and publicly disclosed on the rule center violation disclosure page of the Meituan Waimai App. Additionally, a comprehensive investigation will be launched to identify merchants whose licenses have expired or qualifications are not updated, increasing the online monitoring frequency of merchant qualifications on the platform. Merchants not meeting these requirements will be urged to rectify the situation, or appropriate governance measures will be taken. Since late August this year, Meituan Waimai has completed a million-store-level qualification verification for its merchants.
Second, promote platform inspections and third-party sampling to jointly strengthen the food safety barrier. Meituan Waimai has established a dedicated platform food safety service team that conducts on-site inspections and provides rectification suggestions for businesses that do not meet food safety standards. Since August this year, inspections have been completed for 120,000 stores in 39 cities, with nearly 100,000 stores receiving guidance and support in addressing issues such as storefront consistency, address cross-verification, and hygiene improvements. Additionally, Meituan Waimai has introduced third-party monitoring agencies to conduct regular safety sampling of food sold by high-volume and high-complaint merchants. Since August this year, sampling has covered 1383 batches of food in 17 cities, helping merchants establish routine food safety risk monitoring.
Third, digitally empower food safety management to create a smart food safety management system. Meituan Waimai has built a food safety intelligent control system that leverages AI and big data technology to automatically assess merchants' food safety risks and implement differentiated management. The system proactively identifies and intercepts illegal products, pinpoints issues, and takes governance and rectification measures. It also includes a strong early warning function for expiring qualifications at multiple nodes, ensuring that merchants' business qualifications are compliant and continuously improving their digital food safety management capabilities.
Meituan Waimai stated that it will continue to combat illegal food safety practices and provide greater support to merchants with high hygiene standards. In the future, it will listen to the voices of merchants and consumers, continuously iterate food safety-related products and measures, coordinate with upstream and downstream industries, and promote the implementation of more food safety infrastructure. This will enable merchants who emphasize food safety to achieve better development and realize industrial upgrades.
